Market Shaping for Personalisation

A project with support providers.

Project aims

To develop a commissioning framework (pseudo Dynamic Purchasing System) for learning disabilities and autism providers that incentivised higher quality support providers and the creative use of Individual Service Funds and gradually fading support.

Project description and outcomes

Co-producing quality criteria for access to the PDPS, agreeing a flat rate payment model for providers that ensured that citizens had choice and control over their support organisation, developing a model that ensures continued progression and rewards better quality and more innovative providers using a tiered framework.

Designing a supporting brokerage system and alongside this building an ISF offer to provide a wider range of support options.
